to convince the colo that you have the authority to request a fiber run,
i imagine they would need to have a valid authority chain from whoever
signed the contract for the colo to the requestor.  i do not see how
the rpki would provice this.

for convincing your peer that your AS wishes to peer with their AS, i
can see an authorization by the rpki cert which contains the 3779 for
your asn,

depends on what you are authorizing.  if it is not an AS, then a roa
would not be helpful.
