Charles,

 

I think there is something wrong with the XML schema in version -02
(Clause 7). The schema header is included twice but the actual fields
(sip-id-type, method-type...) do not appear anymore!

I've posted an updated version of the load control event package,
incorporated the online/offline comments I've received so far, such as
state-delta inclusion, terminology usage and miscellaneous other
clarifications. Thanks to all who reviewed. Additional comments are
welcome.
