Sal: Funny --- my reading of the mailing list after Volker and Janet's
emails suggests that Janet is okay with a SHOULD.

Given the number of people expressing an interest now, I think things
are weighing in favour of a SHOULD.

It will be good to close this so we can get the drafts out.
