We've lost a bit of context here, but presuming that we're still
talking about multipart/alternative, that's not quite the model.
The preference order is set by the sender, it is explicit that the
receiver should take the first body it can handle.  If  you want
some other semantic (where all of them presented and the
receiver selected among them), I believe you'd have to use
a different MIME type.
