Yep. That's why the conclusion in 2010 was to stop maintaining it, but 
not to go back and try to "fix" it for existing documents. The 
normativity in 3261 is worse than it seems at first: there is behavior 
that is normatively specified in Tables 2 & 3, and nowhere else -- so 
any fix would involve going through the table with a fine-toothed comb 
and ensuring that everything is specified in prose before removing it.
