I don't know whether this is a NA term. I qualified it.

Given the lack of documentation on emergency call network architectures, 
I suspect we'll be hard-pressed to find out for sure. I'm hoping that 
somebody in the larger SIPPING community can suggest appropriate I18N 
terminology.

Office
The Central Office that provides the tandem switching of 9-1-1calls. It

maintenance functions
for each PSAP. Also known as 9-1-1 Selective Routing Tandem or Selective

Since the IETF can only specify "must implement", rather than "must 
use", I should have stated this as an implementation constraint. 
Reworded as "Implementations MUST support confidentiality".
