Allison,

if you're referring to our joint phone discussion (the only one I was in 
on), I took away from that conversation that requirements for both 
aspects were needed. Indeed, I believe that we're seriously 
short-changing needed developments if we can't get to work on the 
end-to-end requirements soon. Last-mile will not support VoIP terminals 
except if these are in local PBX-mode only (i.e., attached to a PSTN 
gateway in the same building or on the same campus). While public 
IP-accessible ECC may still be a few years away, private arrangements, 
either similar to onStar or corporate/campus security centers, seem 
likely sooner than that.

For what it's worth, the last-mile requirements are essentially the same 
requirements as a PBX with ACD.
