I'll jump on here, this was my confusion in my long list of comments as 
well - were you referring to the last mile (from the subscriber) or the 
first mile (from the PSAP)? Notice this is why I emphasized HFC 
connectivity (which is prevalent to the home).

Upon my additional reading, you did define the idea in how you look at it, 
but used terms the rest of us use differently. We obviously took our 
definitions to heart in our comments.
