Hi Justin:

I guess the easiest way is to add a new requirement between REQ-CDIV-1 
and REQ-CDIV-2 that reads what you proposed below:

It must be possible for the callee, and network intermediaries to be 
informed that the communication was diverted.

I will add it to my working copy.
