Yes, that is an important question.

I am inclined to disagree. I think of the different UAs as having much 
the same role as different PSTN extensions in my home. Having invoked 
the CCBS/CCNR and hung up, I may move around the house. It is hard to 
predict which extension I will be near when the call becomes possible. I 
want all to ring and be able to answer any.

I would expect this to be a requirement of a "simulation service", but 
further, IMO this a requirement of a *reasonable* service.

*If* this service is to involve only a single UA at the calling end, 
then there may be need of no server on the caller's end.

Clearly there is ambiguity in the requirements on this point. Can we get 
that cleared up please?
