Actually, that is a ROLL document.  (The entire set of ROLL requirements RFCs is a great body of reference, by the way.)

Note also that the full title of last week's IAB workshop is "Interconnecting Smart Objects with the Internet" (this is noteworthy as there is some debate around the term "Internet of Things").
