MUST/SHOULD ACCEPT multiple To: lines means multiple things, I think.

MUST ACCEPT messages that have multiple To: lines as valid - definitely MUST.

Interpret the multiple To: lines as a single set of addresses, meaning that
Eudora as currently implemented does not conform - I would want to make
that a SHOULD.
