We are not defining a stardard protocol. We are defining
a standard programming interface that applications and dlls
can use on a MS Windows-?? machine.

The WinSnmp api is patterned off of the WinSock API. The
WinSnmp Dll may use Winsock Api but that is an implementation
issue. I would expect that if the snmp engine is a seporate dll
from the TCP/IP dll then WinSock will be used. At this time
the supplier of the TCP/IP and SNMP engine will probably be
the same vendor.
