This is to confirm Frank's point in that MIB counters are allowed
to start at any value. As pointed out the difference is what is
meaningful and not the absolute value.

The only case where you may want to keep local copies of the
attributes is where these may be displayed by the system running
the agent. In this case the displayed local statistics are
normally allowed to be reset through a management console
command. Therefore, the display portion of the system needs to
keep local copies of these counters. Actually, the starting value
is stored and the difference is displayed.

In either case, hardware counters should not be reset. Resetting
these on power-up would not make any difference to the actual
operation of the net management systems.

AMD's HIMIB does not allow software or hardware reset of these
counters. An advantage of this approach is that the hardware may
be reset but the HIMIB counters will continue counting on from
their last value.
