Although Frank has a point, I have to agree with Marshall.  Having a
distinction between general discussion and a working group allows you to
neglect one list when you don't have time, and gives the chair a place to
direct discussion that is relevant to the larger topic but not to the work at
hand.

While work was in progress on SNMPv2, the SNMP list continued to have SNMPv1
questions and discussions that would have intruded on SNMPv2.
