On the contrary, snmpv2 provides very detailed control over who
tells what to whom.  It is up to the network management crew
to set up an effective chain of command.

As for waiting for notifications, intermediate managers can set
up thresholds, alarms, events, and notifications similar to those
in the RMON MIB.  What this means is that a remote manager can
diagnose a problem EARLY by means of local statistics, and warn
the Network Operations Center EARLY, before the problem becomes
a full blown failure.
