As I see it, neither.  I glanced thru the WinSNMP spec and it appears to 
be a Windows programmers API to SNMP.  The DMTF is conceptually a low 
level enabling technology local to the system.  The DMI knows nothing 
about OIDs, etc.  

In other words, in a Windows/SNMP environment, a programmer could write to 
a WinSNMP DLL.  The bottom end of the WinSNMP DLL would talk DMI (the 
DMTF interface).
