I agree with Marshall that the addition of APOP is a valuable one that's worth
the trouble. I also agree that this addition warrants recycling the
specification to draft standard again. I see no reason to reset things to
proposed; in my opinion POP3/APOP is operating successfully today at draft
standard status.

I intend to review the entire document and get back to Marshall with any
nits but I have not done so yet. I'll probably get this done today tho.
