It seems clear to me tht the IETF Proceedings are really more like a
collection of WG/BOF Reports, than WG/BOF Minutes of Record.

So, in the EMailMgt BOF case, I simply provided a Report of the BOF,
and the Minutes of Record are something else, with more detail for
internal use of EMailMgt.  

We are not confused by calling the IETF Proceedings Report "Minutes".

I suggest a similar approach for other WG/BOF "reports" to be included
in the IETF Proceedings.
