Sorry for the quick replacement.  After chatting with Russ, updated the 
IANA considerations to his recommended approach.

This document is feature complete, and the folks on the design team have 
mostly indicated a desire to have this adopted.  Would the chairs send 
out a query for support please with a goal of moving this to the WG and 
then as quickly as possible to publication.

whatever type of attestation you want in them - it does not define
