a WG" from "Call For Adoption By WG Issued" by Joel Halpern:

The call for adoption has completed after two weeks.  there were no
objections and some support (Less than we would like, but the chairs have
concluded it is sufficient.)  Authors, please issue as 
draft-ietf-spring-bfd,
and the chairs will approve it.
