Hi,

Some minor comments/questions.

Section 5 and 6 "may contain CBOR" contradicts for me with "0 key MUST NOT be used when the adec ot pdec bit is set" of Section 4.6. Or do you mean that adec=0 pdec=0 packets may also contain declarations? 

Section 5: it is unclear for me what does "proof of implementation" mean.

Section 10: "which may always have the following keys"  - I assume that this key is optional but it is often expected to be used. Or shall it always be used when responding to a specific path declarations.
