Prindeville alludes to an important issue: The development of a site
security policy handbook will touch on issues already covered by other
publications and oreganizations.  A good first step is to catalog the
relevant literature and identify what this working group will cover
compared to what's been done.  I have no doubt that there is work to
be done that is unique to the Internet environment, but you can also
adapt material from other settings.

Among the publications to draw from are the ones from NCSC and NIST.
I'll try to get a list of the specific ones that might be of interest.
