[RS> ] Not since 2009. The NPAC like most national numbering databases are
now operated on fixed price contracts.  The days of transaction based or dip
charges are long long gone.  Cost recovery is usually based on the number of
entries or TN's in the data base and an annual allocation model approved by
the national regulator.
