I am the author of that draft RFC. I have not formally brought it to the
STIR group yet, because I was waiting for a couple technical questions to
resolve a bit more clearly. For example, I've been doing research about how
the new passport type affects the handoff from signalling to media
streaming (related to a MITM question that Pierce asked me in another
context). I was also planning to discuss this spec with Orie (a friend of
mine) to get some advice about how to follow processes best, since most of
my standards work has been at W3C, ISO, IEEE, and TrustOverIP. However,
since you have brought it up here, I can at least say that yes, I'm aware
and can answer questions. :-)

You can go read the spec, if you like. It is at least coherent and covers
most of the important topics. However, I think it might be more efficient
for me to come to the next meeting of the WG and provide an overview and do
some Q&A -- possibly as a precondition to coming to you with a formal
request to entertain this as a work item. (The draft is currently marked as
relating to the network working group because that's the default for
kramdown-rfc, not because I intend for it to stay there. I hadn't switched
to identifying it as a STIR WG item because I didn't want to claim your WG
was paying attention until I brought it to you formally.)

Can I come to one of your next meetings to make a work item proposal? Or
can I answer questions for you here, preparatory to such a visit?
