I reviewed the document and it's about ready.  My only comment is that
there is an awful lot of "could"s and "would"s for a Standards Track
document (a dozen or more of those and only 2 MUSTs).  I think some of it
could be reworded to be more normative - e.g., there are some "would
requires", but likely is not worth the effort.   I may have missed
discussion on this, but if there isn't a good reason for Standards Track,
it probably should be informational - JWT claims and PASSporT types are
both just "Specification Required" unless I've missed something.  I can see
a Gen-ART or other directorate reviewer bringing this up (I would ;)
