Hi Rich,

This has been worked for the past 20+ years.
It's not exactly a clean slate, and PKI vendors
have about 30 years of experience trying to
make things work.  The engage daily in the
CA/B Forum.

There are innumerable venues, providers,
solution vendors, legal systems, agencies,
users, and interested parties involved.  The
FCC alone has been at this for the past 15
years, and the ITU even longer.  Not sure
who the "we" is here. :-)
