I agree it should be

ident-type = "ppt" EQUAL ( ( token ) / ( DQUOTE token  DQUOTE ) )

For reference, quoted-string = SWS DQUOTE   *( qdtext / quoted‑pair )
DQUOTE, so no LWS is allowed after the value.
