[storm] iSER - end of activity

A couple of months (March 8th) ago, I wrote:

As I have seen no subsequent sign of interest in continued iSER work, the time has come to abandon that
work and remove it from the storm WG's charter.  I want to thank Mike Ko for his efforts in working on this draft, but the I do not see support for continuing this work.
