And, if it's visible to the Device Operator, then it's probably visible to
everyone.  So now you have a privacy issue.

If you leave out the device identities (the device has to try each cipher key
block until it finds one that decrypts for it: sorry I forget if have a
specific name for that), then there is more privacy, but no audit log.
