not via the SWMP API, but you can tweak the way the API calls into the HawkNL network library.  HawkNL has a call nlSetSocketOpt which, unfortunately, is not well-documented (the docs at http://www.hawksoft.com/hawknl/docs/index.html" rel="nofollow">http://www.hawksoft.com/hawknl/docs/index.html) are a version behind) but you can look at the code.
