The final list will be announced shortly after 2023-07-01, with a few 
days given to contest the inclusion of people.

Volunteer selection will use the process documented in RFC 3797. With 
the following seeds:

* The seven numbers from Euro-Millions (https://www.euro-millions.com) 
on Friday, 2023-07-07.
* The six numbers from US Mega Millions 
(https://www.megamillions.com/winning-numbers) on Friday, 2023-07-07.
* The eight numbers from Australian TattsLotto 
(https://www.thelott.com/results) on Saturday, 2023-07-08.
* The nine numbers from the Japanese Takarakuji Loto 7 
(https://en.lottolyzer.com/result/japan/lotto-7) on Friday 2023-07-07.

This year, I will be using a revised process in case someone decides to 
decline their selection. I am publishing a hex string that is the result 
of running SHA-256 multiple times over a secret known only to me and 
Rich Salz (the 2022 NomCom chair). This is a one-time password, an idea 
documented in RFC 1760.

In case someone declines their selection to the NomCom or is otherwise 
unable to serve, I will reveal the next preimage of the hash and include 
that in the RFC 3797 input when selecting any replacements. To be 
precise, a lowercase hex encoding of the preimage will be included as a 
fifth source (that is, in Python parlance, f'{p.hex()}./' will be 
appended to the MD5 input). Then I will run the selection process again, 
using a list that excludes any people who were selected, disqualified, 
declined, or are unable to serve. This should help speed the process.
