This submission rolls up all the changes to the arch documents from last call reviews; we believe this revision to be ready for submission to the IESG.

(An interface submission is forthcoming, though the recent datatracker changes seem to make it even harder to submit more-than-five-author docs, so I have an RT ticket open :/ )
