One reason why I think this *COULD* be a transport issue, is that it may 
not primarily require new tunnel encapsulation methods.

The problem space includes how identify how to find/configure the 
compression tunnel endpoints, how to know whether specific transport 
flows should be placed in a compression tunnel, etc. This could well 
include guidance of what not to do from a transport perspective.
