fairness of droptail and RED

i m confused with something about droptail and RED
As we know TCP will face to global synchronization due to droptail policy in queue while using RED the problem will got better solved.
but as far as outburst traffic is concerned. only a few flows 's packets will be discarded for a moment when droptail is used while more flows will be droped when using RED.

Is it right?
