Thanks.  I just uploaded draft 17, which should address all these
comments.  The changes are small, so the easiest way to check this is

Rather than stick b=0 everywhere, I added a sentence reminding readers
of the implicit global suboption with b=0, which is closer to
anticipated reality and ideally also just as clear.
