We've submitted another tcpcrypt draft with minor fixes:

  https://datatracker.ietf.org/doc/draft-ietf-tcpinc-tcpcrypt/

In particular, this draft makes clear that when a host
receives a "rekey" frame from its peer, it should respond
with its own rekey frame ONLY if it has not already
transmitted a FIN.

Also, the author-count has been reduced from eight to six
(and those omitted have been named as Contributors).
