Folks-

I just submitted a WG version of the early retransmit spec.  It is being
held for manual posting, but you can slurp it from ...

The changes are minor in comparison to the last version.

We would appreciate any feedback folks have.  In particular, we haven't
received much about the packet-based version of the scheme so that could
use some vetting.  Many thanks!
