Hi all, 

This new version integrates the comments from Yoshi and Michael. The main changes are: 
*  Reiterate the scope
*  Updated IANA policy to require "IETF Review" instead of "Standard Action"	
*  Call out explicitly that data in SYNs are relayed by the Converter	
*  Hairpinning behavior can be disabled (policy-based)	
*  Fix some nits

We do think that the document is ready for WGLC.
