This version of the document tries to address the issues that were brought up as part of WG adoption. The draft and the model has been stripped down to what would be considered the bare minimum for the YANG model to be useful, and in particular what would is needed by other models that want to configure TCP parameters.

We, the authors, plan to bring up the question of WG adoption in the upcoming meeting.
