this rolls in those changes from the WG LC that we seem to have gotten to consensus to on GitHub in the meantime. There are still some open issues; see https://github.com/NTAP/rfc8312bis/issues

We're relying on WG participants that flag issues or propose resolutions to actively participate in their resolution; if you have done so, please make sure to act on your GitHub notifications.
