I was assuming the attacking party would be replaying valid messages
that they captured on the wire.

While I'm thinking about the topic, I don't know where people are
located, but yourself, Joe and anyone else interested is welcome to
come to Google (SF or Mountain View) for a discussion on this. The
IETF meetings would be the usual forum for such discussions, but I
think that Joe wanted to get this moving faster than that. So, if it
would be helpful, the offer stands.
