That makes sense.  In the working copy, I've changed the beginning of 
the sentence from:

There MUST (MUST-33) be a way for the application to learn how much
urgent data remains to be read from the connection, or at least to
determine whether or not more urgent data remains to be read.

to:

The TCP implementation MUST (MUST-33) provide a way for the application to
...

I think that addresses your point.
