Applications very often check the version of OS or CPU they are
running on, and behave differently accordingly.  Doing this for TCP
wouldn't be setting a precedent.  Of course, we would need a very
clear benefit to justify such an increase in complexity, and it isn't
clear that a factor of 3 in the IW is enough justification.
