Hi, this is a -00 individual I-D to start the work on revising RFC8312 (CUBIC). There are no changes compared to RFC8312 yet (other than formatting due to conversion to markdown, etc.) - this serves as a baseline to make tracking changes easier as we go forward. Some change proposals are already under discussion, please see https://github.com/NTAP/rfc8312bis/issues and participate in the discussion there.
