Thanks for your response.

In Figure 4 of RFC 793, SND.WND ranges from label 2 to 3.

In section 4.2.3.4 of RFC 1122, the label 3 may be  the "useable window".




so,  I think  "The send window"  may be a Editorial error, 

"The send window" may be label 2 and 3, 

the "useable window" may be label 3.
