Judging from historic precedent, GPL licenced mechanisms, for example
Eifel Detection / Reaction, will not find their way into any other OS.

I believe there are some examples of dual-license technologies (GPL and
e.g. modified BSD) which have found much more widespread adoption in
disseparate implementations.
