Shunsuke, et al,

              To illustrate the type of issue that comes up without effective issues tracking, the latest Word version (of the Google-Doc version – posted by Shunsuke) includes an annotation from Luis that says “I propose to substitute all of this by the text in my email.”

            I believe that “this” refers to the entirety of section 10.1 (Appendix A) on pages 16 and 17 – based on the highlighting of the text selected in making the annotation.  What I cannot determine is if the highlighted text is from before or after Luis’ substitution – and this is made worse by the fact that I don’t seem to have received any mail from Luis that provides the substitution text.

            This is a very substantive amount of text, on a highly controversial topic.  With respect to this text, Jari had raised an issue that this text is no longer consistent with the preceding content of the draft (which is obviously the case, given that it self-describes as “further discussion” of a topic that has not been discussed at this point in the draft) and suggests that the entire Appendix could be removed as a quicker way to gain consensus.

            Also, while it is difficult to be sure, I don’t think that the highlighted text in this version is the same text we were looking at during the meeting yesterday.

            I need to discover what the case is because it is the text that was in this section that I believe we were talking about relocating to the framework draft and I need to be sure that this is that text.

              Thanks!  I will use this draft as a starting point in making suggestions about a small set of proposed changes, including (mostly) how to deal with the subject of “isolation” based on the discussion in yesterday’s meeting.

              At a high-level, my understanding of what is required is that we need to agree on the text to be left in the definitions draft on the topic of isolation – which should be mostly a reference to the text to be included in the framework draft.  At the same time, I will obviously have to propose the text that we will be adding to the framework draft (that the definitions draft would refer to) that describes the dimensions of “isolation” that we have discussed as part of the background to be considered in subsequent specification (of the TSC NBI, for instance).

              Just to reiterate, this is necessary primarily because the definitions draft needs to restrict itself to providing just the set of definitions on which we can all agree (while making it clear that further definitions and explanation may be provided separately).
