The rule of thumb for a standard is not to specify things you do not 
need, as what you actually need will likely turn out to be different, if 
you need it at all.

As such, I do not see any jsutification for including TSRE in this draft.

Having said that, this is not a hill I will die on.  If the WG chairs 
decide it is useful and belongs then fine, so be it.
