Yes, it shows that the authors thinks the AN / CN could send MPLS.
If that label is consumed by the operational edge (ingress) as an 
indicator of the service to be provided, that is fine.  But that is not 
what drew.  I know of no operator that will allow an MPLS label from a 
customer to be passed into and used by the internals of their network.
